Doraemon and his friends decide to go camping under the sea during summer vacation.
As the five explore the ocean floor using secret gadgets such as the "Underwater Buggy" and "Tekio Light," a mysterious young man named El appears before them.
He was an undersea person living in the Mu Federation, which spreads across the ocean floor!
